The best time for photographing eagle hunters is the winter

The local nomad herders who hunt with eagles are called eagle hunters. Mongolian nomad kazakhs are the only people in the world who kept this culture as it was, for thousands of years.
Eagle hunters would hunt starting from October till mid of April.  The reason is the eagles would molt in summer, and new feathers would grow up until mid of September.  The same process would happen to the foxes or to the other animals that they hunt. Also according to the tradition eagle hunters must let the animals reproduce, which means they shouldn’t hunt animals during pregnancy.
Therefore the best time for photographing  starts by October and continues till mid April.
